Papua New Guinea Education and Advocacy Network (PEAN) Incorporated is a registered NGO established with the aim of advancing the Education for All (EFA) Goals in Papua New Guinea.
PEAN is mandated by the Dakar Framework of Action on EFA, held in Dakar, Senegal in 2000.
As a civil society organization Dakar had enabled civil society to help mobilize strong national political commitment to education and to facilitate the engagement and participation of civil society in the formulation, implementation and monitoring of strategies for educational development..
PEAN’s major research, ‘PNG Education Experience Survey and Literacy Assessment, A report on 5 Provinces’, highlighting three key findings across all 5 provinces:
1. Very low literacy rates
2. A crisis in school education quality and
3. Significant gender disparity in education.
PEAN also completed a series of research relating to School budget tracking and Assessment, Community feedback on the findings of the literacy survey and Findings on the barriers to women and girls education. The results of all these survey provide cause for concern about important education issues.
PEAN has conducted a study on ‘Service Delivery Assessment for Adult Literacy Programs and Providers’ in partnership with the Education Department.
The study covered Central, West New Britain, Western Highlands, Milne Bay, Madang, Eastern Highlands and Morobe Provinces. The survey identified existing NGOs providing literacy, the challenges they face in contributing to a literate population in PNG and best practises.
Initial indications show that while literacy programs contribute to the national’s government’s broader vision of a literate population, there is very little financial support for these programs.
